Plan of Action: Collecting the ideas already implemented as well as those suggested, through various documented sources – books, internet, brochures and studies etc.; Also, meeting officials and street vendors to get a first-hand account of the technicalities and constraints involved (as part of case study).
    Legal Procedures:
    1. Laws, acts and rules applicable to street vendors.
    • Studying the laws, policies of the different areas that define the model of licensing,
    • Identifying the loopholes of the popular Indian model of licensing and studying those aspects of the other models which can be adopted here.
    2. Authorities and interest groups responsible for licensing and regulation:
    • Those who make the laws and policies,
    • Those who influence policy-making: civil society groups, street vendors’ associations, large shopkeepers, mall-owners, politicians,
    • Those involved in implementing the policies at different levels.
    3. Procedure for acquiring the license and its renewal:
    • Application forms and the documents required to be furnished while applying for the license,
    • Costs: Application fee, entry fee, etc.;
    • Unofficial payments (bribes),
    • Cost effectiveness of the process,
    • Time required for the entire process.
    4. Violation of rules:
    • List of different violations – submission of forged/falsified documents,
    • Legal procedure undertaken for different violations,
    • Procedure to be followed by the violator to regain one’s license and articles, if seized,
    • Fines and bribes to be paid,
    • Time required for the process.
    5. Beneficiaries perspective on licensing:
    • The benefits that street vendors and hawkers can derive from licensing,
    • Compatibility of licensing process to the needs and nature of the business of street vendors.
    6. Specific nature of planning and infrastructure challenges of old cities:
    • Study of the infrastructural planning of old cities,
    • Issue of space constraint and prime location,
    • Users of the public space and their rights over the space,
    • Holistic approaches for the development along with conservation of the old heritage.
    Case Studies: Especially in case of studying the intricacies of the Indian case of licensing in old cities. This would require:
    • Interviewing officials as well as street vendors about the procedure in obtaining the license,
    • Interviewing street vendors on the problems faced by them in the time, costs, risks and fine involved in the procedure of licensing.
    Material to be collected:
    • Copies of the respective acts, laws, policies concerning the licensing of street vendors,
    • Brochures and other such records from seminars or conclaves on street vendor licensing issues that suggest changes in the model.
    Finally, we must use sources of information like acts, books, internet websites and forums, interviews, etc.

  10. I'M SO SO SORRY FOR MY COMENT KIKE, IT WAS A JOKE MATE. THIS ARTICLE IS QUITE INTERESTING ABOUT THE LAWS AND LEGAL PROCEDURES FOR STUDENTS. DON'T ERASE THE ARTICLE SE SERIOUSLY IT'S PRETTY GOOD.
